Surprisingly, Apple’s proposed solution is to eliminate the fault of your iPhone, back up both devices to iCloud and then factory reset both of them. Unless you pay for iCloud, you will need to free up space to securely back up your data, then import it back to your devices once they have been cleared of anything that violates them.
Problems with iOS 14 have persisted since Apple released the update, which is typical for a new operating system. What is unusual is for a problem to be so violent that it cannot be patched with an additional OS update (iOS 14.0.1 is now gone, but it does not fix the problem).

First, uninstall your Apple Watch from your iPhone using the Watch app. It will automatically create a backup of its data on your iPhone, while also deleting all content and settings.
Second, you will need to go to your iCloud Settings. Make sure the Health app is turned on as something to back up, then select iCloud Backup and then Back up Now to create a backup of all your iPhone data and Watch. If you do not, you will need to manage your phone storage and possibly clear previous iCloud backups to make room.
Then backing up your iPhone to iCloud, the third step is the moment you dread: in Settings, select General, Reset and then Erase All Content and Settings.
Now, your phone should be “fixed” and ready to restore your data. Turn it on, and be sure to select the option to restore from your iCloud backup. Then just open the Watch app, pair your iPhone with your Watch again, and then select Restore from Backup in-app to restore all your data.
What is not clear is whether this fix will restore all your lost GPS and health data. But at least repairing the battery drain means you can safely do future workouts without your phone and watch the dead half.
